Hmm, intesting bird. I'll go out on a limb and post what I think first.

a very bright juvenile Pectoral Sandpiper. I thought peep/stint at first, but the primary projection seems to eliminate any possibilities, in my humble opinion. So Pectoral vs Sharp-tailed. This bird just doesn't exhibit the bright pumpkin wash that I have seen on this bird, not to mention this bird is streaked in the breast more heavily than I would think a STSA would exhibit...though my experience is minimal with STSA. A Sharp-tail I observed last october had a much brighter rufous cap than this bird. Not to mention a more bold/apparent supercillium.
I have seen really bright juvy Pecs that show quite a bit of rufous tinge to the head and scaps...So there you have it, my guess. Very bright Pectoral.

I wave the white flag on the October mystery bird for now.
