I agree, I think that the bill is much to heavy at the base for Least. I had an opportunity to observe a Least, Western, and a Semiplamated at very close range at Morro Bay a couple of years ago, and the most striking difference was the thinness of the Least's bill. I also think that this bird's bill is too pointed for Semipalmated, but it also looks short for Western. That may be due to the angle of the shot. Immature Western seems to me to be the most logical ID.
