These cormorants are nesting his year at the end of the Coast Guard jetty behind a chain link fence. The white facial plumes are features of breeding plumage. The hook at the tip of the bill is characteristic of all cormorants and the three webs on each foot are characteristic of all members of the order Pelicaniformes.
