I take no issue with the comments so far. My first thought was barrovianus except for the orbital ring, and Phil's (and others') comments and west coast experience with hybrids as related to this bird (tendency towards glaucous-winged-not many of them in Nebraska) are very interesting. My question relates to the orbital ring. Doesn't barrovianus have a purple one (and glaucous yellow)? If this bird's OR is faded, and it looks white to me, would it have started out as yellow? Could a purple OR fade to white by spring? I understand that the dark tip on barrovianus does indeed bleed along the bill as this bird's does. Could this bird be within the range of variation for barrovianus (but, who would really know?)
