I am inclined to agree that the general shape of this bird points to Costa's, I am troubled by what looks like a very straight bill. The areas of white on this bird, particularly at the back of the throat area below the eye lack the dingy quality I normally see on Anna's
The green vested area of the underparts also seems a bit too bright for an Anna's. Like many birds, Anna's have a great ability to alter their posture and can look short and stubby on occasion. Given my overall level of expertise on hummingbirds, I am prepared to be road kill on this one.
