This bird appears to be a Broad-tailed. I don't see anything that really says that it wouldn't be other than location. I don't believe OK has too many records for Broad-tailed Hummingbirds. I think this is probably a juvenile male. The photo on the left seems to show some of the gorget coming in like you would find on a young male bird.
