The rather 'blocky' head, small bill and pale primaries are very suggestive of Arctic Tern. The shape of the black on the head, while variable, is also more Arctic-like. The amount of red on the bill is within the variation of juvenile Arctic Tern but one feature which clinches it for me is the lack of prominent white eye-lids.
