The CALIBER Corps Background: In 2004, Hurricane Katrina’s obliteration of New Orleans in 2005 exposed the weaknesses of FEMA (www.fema.gov) and the U.S. Army Corps of Engineers (www.usace.army.mil) in their response time and approach to the disaster Similarly, in the Bay Area, and California for that matter, the next Big One is a question of “when” and not ”if”. The Association of Bay Area Governments (www.abag.org) does not wish a repeat fiasco of the federal response when the Big One hits and therefore has decided to fund a crack teams of engineers and supplies to handle a local disaster. Your team is called CALIBER (CALIfornia Bridge Emergency Response). In case of a Bridge collapse, you mobilize with your own equipment and materials and fix the bridge even before FEMA and the U.S.A.C.E. can lift a finger.
