Based on pictures in Sibley and "A Guide to the Birds of Costa Rica" (which was also handy), it looks like a classic juvenile Magnificent Frigatebird. It's interesting that adult female Magnificent Frigatebirds have almost exactly the opposite black/white pattern on the underside.
