I'm not going to add much - it's a classic 1st phase Magnificent Frigatebird. Looking through Harrison's "Seabirds an identification guide", among other things, the only "regular" Great Frigatebird it might be taken for is the Aldabara Island (Indian Ocean) white-headed population, again a 1st phase juvenile. That's rather a long-shot, I would think.

Though if there are regular Pacific Ocean white-heads I haven't heard about, that might make it less unlikely, but still not likely - it's still closer in look to Magnificent.
